I am a contractor who has done work on a project in which the relationship between the General Contractor, who contracted us for work, and the owner. The General Contractor has been released from the job. I have a lien in place currently. The GC shorted me $8500 on the first pay application. Now that the owner has taken over the project, he is asking me to certify the pay application #2, which I adjusted to reflect the $8500 I was shorted on the first pay application, without the $8500 on the pay application #2. If I do this, will it negate the $8500 that I was shorted ?
