Does the California Prompt payment Act apply to my situation

I am an LLC / direct contractor. I contract editing work from the California state higher education schools such as the University of California at Davis. One of my bills was submitted to the proper authority 90 days ago. I still have not been paid. Does the California Prompt Payment Act apply to me?

California university projects do have to abide by prompt payment regulations, though they're a little bit different than a traditional public project. Prime contractors on a project for the University of California system must be paid within 39 days of invoicing if the request for payment is undisputed. And, if payment isn't made in accordance with that timeframe, or if the request for payment isn't properly disputed, the trustees of the university will become liable for interest penalties.
