So according to the 2021 Georgia lien law, a notary is not required now, BUT can a general contractor on their own still require a notary signature from the subcontractor and/or supplier? If so, how can it not be required, but also be allowed as a requirement? I have a customer who is still trying to require the notary (not the end of the world, but an inconvenience).

Contractor filed a mecahnics lien against my property, but I never received a copy of thr lien by certified mail, so the contractor never got my signature thatI received the copy of the lien by certified mail. I have 6 employees and one of them never sends me their hours. It’s the most bizarre thing. I’ve had multiple meetings with them and nothing has changed. The most I’ve surmised is that they have been living off savings. I started to send them a base amount of money weekly since I had no idea how much they worked. I felt this was adequate since they never responded. I just received a large amount of hours submitted from them spanning from today to over three years ago. I signed contract for house in December 2020, with completion May 2021. He let the noise ordinance permit expire, which caused a delay. Then submitted incorrect permit for the house. Finally got correct permit. Then, two days after the date of closing, asked for 20K more. (and yes, he could have asked for more earlier due to the increase in construction prices- my concern is he never intended to start in that time frame!) I have been homeless the entire time. My question comes to intent. When he signed the contract, did he truly intend on fulfilling it? Even in the beginning, he wanted me to pay more, but I refused, but he signed it. I question if he ever intended to fulfill this contract. I'm not sure if this is enough to say breech of contract or if he is just completely incompetent.
