Typically, we work as a subcontractor on construction projects in California. Our work is usually completed at the beginning of the job. This means we may have months go by after our work before the full job is completed. All the while, there may be some money owed to us waiting until the end of the job. Especially retainage. We have performed work on a commercial building in Lake County< IL.
1. Notice of lien rights was not served upon beginning work.
2. Additional work was performed more than 4 months after the original contract work was completed, but less than 90 days of completion.
3. Are we still within the 90-day period to provide notice of lien rights, including notice of intent to lien?
Section 6 of Illinois 60 Mechanics Lien Act stipulates, "...work done or material furnished within 5 years from the commencement of said work..."
Section 7 stipulates, "...unless within 4 months after completion, or if extra or additional work is done..." and continues with, "...within 4 months after the completion of such extra or additional work...bring an action to enforce his lien..." "...Such claim for lien may be filed at any time after the claiman's contract is made...and within 2 years after the completion of the contract...or any extra work."

I have a question regarding the notice of completion.
The final inspection was done just a few days ago.
My question is, how could I possibly provide a copy of the recorded NOC to all potential lien claimants if I don't know who they are?
Would it be sufficient to express mail it to just my GC?
If I don't send it to all the subcontractors, do I still get protected from them filing a lien after 30 days?
My property is located in San Luis Obispo County, CA.
I called the County Recorder office to ask about the Notice of Completion
filing procedure and processing fee. At first, they didn't know what kind of form it was, had no idea about the form's purpose, then the calculated the charge of over $100.00, then they said that it takes 3-4 weeks to process.
It makes me a little nervous,
