I own a building and hired a GC to manage remodel. I sent them plans, we agreed on price, and signed the contract. Contractor is responsible for all construction until certificate of occupancy is granted by city.
Now the contractor has come to me and said there is no sprinkler plan for the building, they did not budget for one, and I am responsible for the cost of sprinkler installation.
My plans do not include a separate 'sprinkler plan' however, the plans do clearly state that a 'sprinkler system is required' and that a supplemental sprinkler plan will be provided at a later date.
It is my position that they should have seen the line in the plans stating that sprinklers are required and budgeted for them. They also should have known without even seeing the plans that sprinklers would be required as they are on almost all construction now in Philadelphia. I believe I should be responsible for paying for the design and submission of a 'sprinkler plan' and they should be responsible for the cost of installation of sprinkler system.
It seems to me like they are playing dumb and acting like they had no idea sprinklers were required in attempt to push the cost to me.
Who is correct? Any insight is greatly appreciated!

We have purchased material from a PA based corporation and have requested a conditional release upon payment. The Pa corporation is stating that it is illegal under PA law for them to provide a conditional release even if it is contingent upon payment. I recently completed two projects for a tenant of a building in Philadelphia. The tenant was satisfied with the completed projects but was not satisfied with the behavior of one of my subcontractors. The tenant is demanding an unreasonable discount for the one job that was performed by the subcontractor mentioned. Long story short, like many construction firms, my firm has found itself participating in another arbitration case.
We are representing ourselves pro se. The owner of my firm has been out, and hospitalized, due to serious medical issues. I am participating, but has no executive agency to make decisions.
Because of the above stipulated issues, we have requested an extension of the process. This would be are 2nd extension, again due to the above.
However, counsel for the opposing party (the claimant) has not concurred with this extension.
I know that we need to get our lawyer involved, but in the interim, what are our options? Because of the extenuating circumstances what can be done on our end to extend this process?
